Before you print the delivery challan

  1. Use it for movements Rule 55 allows, such as job work. It is not a tax invoice and not an e-way bill.
  2. Tick “Transportation is for supply” only when tax must show on the challan; leave it unticked for typical job-work outward challans.
  3. For goods, print three copies: ORIGINAL FOR CONSIGNEE, DUPLICATE FOR TRANSPORTER and TRIPLICATE FOR CONSIGNER.
  4. Keep the challan number to 16 characters (letters, digits, hyphen and slash). The tool checks the GSTIN format and State code only, not the check digit.
  5. It does not create e-way bills or ITC-04. Rules last checked 23 Oct 2026.

Rule 55 particulars mapped in the generator

Every one of the nine particulars in Rule 55(1) is either a labelled field or a computed line on the preview:

ClauseParticularWhere in the tool
(i)Date and number of the delivery challanDate + challan number (max 16)
(ii)Name, address and GSTIN of the consigner, if registeredConsignor section
(iii)Name, address and GSTIN or UIN of the consignee, if registeredConsignee section
(iv)HSN code and description of goodsPer line item
(v)Quantity (provisional allowed where exact quantity unknown)Qty + unit
(vi)Taxable valueComputed from qty × rate (− discount)
(vii)Tax rate and amount where transportation is for supply to the consigneeShown only when that checkbox is ticked
(viii)Place of supply for inter-State movementPlace of supply State
(ix)SignatureAuthorised signatory

Reasons for movement you can pick

ReasonWhen it appliesTool support
Job workGoods sent to a job worker for processingJob work tab + job-order reference + expected return date
Other than by way of supplyMovement that is not a supply (for example branch transfer where applicable under your facts)Other than supply tab
Liquid gasQuantity at removal is not knownLiquid gas tab; quantity may be provisional
Supply — invoice laterGoods removed for supply but tax invoice could not be issued at removal (Rule 55(4))Supply — invoice later tab; issue tax invoice after delivery
Batch / lotSKD/CKD or batches: complete invoice before first consignment; later consignments on challan referring to that invoice (Rule 55(5))Batch / lot tab + invoice reference
Return after job workOperational return challan referring to the outward challan / job orderReturn tab + original reference

Copy labels (Rule 55(2))

For supply of goods, prepare the challan in triplicate and mark:

  • ORIGINAL FOR CONSIGNEE
  • DUPLICATE FOR TRANSPORTER
  • TRIPLICATE FOR CONSIGNER (spelling as in the rule)

Choose the label, then print each copy. The same wording appears on the paper preview and in the Word file.

Worked example: job work (no tax on the challan)

Saathi Engineering (Maharashtra, GSTIN 27…) sends 12 CNC spindle housings and 2 fixture plate sets to Kaveri Precision Works (Karnataka) for machining. Challan number DC/26-27/001, job order JW-7781, expected return in 30 days, vehicle MH12AB1234. Taxable value on the challan is ₹57,600 (illustration only). Because transportation is not ticked as “for supply to the consignee”, the challan shows value and HSN without a GST column — matching Rule 55(1)(vii). Place of supply Karnataka is still shown for the inter-State movement. Click Fill sample (job work) to load this scenario.

When tax columns appear

Tick Transportation is for supply to the consignee to show GST % and tax amounts. The tool then splits CGST+SGST, CGST+UTGST or IGST from the consignor State and place of supply, the same way our GST bill maker does. Untick it for typical job-work outward challans.

Delivery challan vs tax invoice vs e-way bill vs purchase order

  • Delivery challan (Rule 55) — this tool. Movement document for permitted cases.
  • Tax invoice (Rule 46) — use the GST bill maker when you make a taxable supply.
  • E-way bill (Rule 138) — generate on the portal when required; note the number here if useful. This page does not create e-way bills.
  • Purchase order — a commercial order from a buyer; use the purchase order generator. A PO is not a challan and not a tax invoice.
  • Quotation — price offer before the order; see the quotation maker.

Common mistakes this maker warns about

  • Challan number longer than 16 characters, or characters other than letters, digits, hyphen and slash.
  • GSTIN that is not 15 characters or whose State code does not match the State selected (format and State code only; check digit not verified).
  • Missing consignor or consignee name.
  • Return / batch modes without a reference number.
  • Expecting this page to create an e-way bill or ITC-04.

Your data stays on your device

No sign-up and no upload. Optional remember-business uses this browser’s localStorage only. Consignee lines and items are never stored. Clear saved data removes what was remembered.

Delivery challan generator FAQ

What is a delivery challan under GST?

Under Rule 55 of the CGST Rules, 2017, a registered person may issue a delivery challan instead of a tax invoice for certain movements of goods: supply of liquid gas where the quantity is not known at removal, transportation for job work, transportation of goods for reasons other than by way of supply, and such other supplies as the Board may notify. The challan must be serially numbered (max 16 characters) and carry the particulars listed in Rule 55(1).

Is a delivery challan the same as a tax invoice?

No. A tax invoice is issued under Rule 46 when you make a taxable supply. A delivery challan is a Rule 55 document used for permitted movements (for example job work). This generator prints a clear banner that the document is a delivery challan, not a tax invoice, and not an e-way bill.

Which copy labels does Rule 55 require?

Rule 55(2) says that for supply of goods the delivery challan is prepared in triplicate, marked ORIGINAL FOR CONSIGNEE, DUPLICATE FOR TRANSPORTER and TRIPLICATE FOR CONSIGNER (the rule uses that spelling). Pick the label in the tool and print each copy.

When should tax be shown on a delivery challan?

Rule 55(1)(vii) asks for the tax rate and amount (CGST, State tax, IGST, UTGST or cess) where transportation is for supply to the consignee. Tick that checkbox in the tool to show tax columns; leave it unticked for pure job-work or other non-supply movements where tax is not required on the challan.

Do I still need an e-way bill with a delivery challan?

Rule 55(3) says that where goods are transported on a delivery challan in lieu of invoice, the person in charge of the conveyance must carry a declaration as specified in Rule 138 (the e-way bill rules). This free tool does not generate an e-way bill; create one on the e-way bill portal when it applies, and you may note the number on the challan.

What particulars must a delivery challan have?

Rule 55(1) lists nine: date and number of the challan; consigner name, address and GSTIN if registered; consignee name, address and GSTIN or UIN if registered; HSN and description; quantity (provisional allowed where exact quantity is not known); taxable value; tax rate and amount where transportation is for supply to the consignee; place of supply for inter-State movement; and signature. The generator maps each of these to a labelled field or computed line.

Can I use this for job work and for return of goods after job work?

Yes as an operational aid. Choose Job work or Return after job work, add a job-order or original-challan reference, and an expected return date if you track one. The tool does not calculate statutory job-work time limits or prepare ITC-04; see Circular 38/12/2018-GST and our delivery challan format guide for the legal background.

How do CGST, SGST, UTGST and IGST appear on the challan?

When tax is shown, the tool compares the consignor State with the place of supply. Same State: CGST + SGST, or CGST + UTGST in Union territories that use UTGST (Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Lakshadweep, Ladakh). Different States: IGST. Delhi uses SGST because it has its own legislature.

Can I download a Word file or save a PDF?

Yes. Print / Save as PDF uses your browser print dialog. Download Word (.docx) builds an OOXML file entirely in the browser — nothing is uploaded. There is no sign-up.

Is my data sent to ScaleSaathi?

No. The challan is built in your browser. Optional Remember my business details stores consignor details and logo in this browser localStorage only. Consignee details and items are never stored. Clear saved data removes them.

Where can I get a blank delivery challan template?

Blank Word, Excel and PDF templates stay on our delivery challan format guide. This page is the fill-online maker: enter the details once and print or download the filled challan.

How is this different from the GST bill maker?

Use the GST bill maker when you need a tax invoice, bill of supply, quotation or proforma. Use this delivery challan generator for Rule 55 movements. Cross-link both, and use the purchase order generator when you are the buyer placing an order.
