The best payment gateway for small business in India is the one your business can activate, connect and reconcile at an acceptable total cost. For a WooCommerce store, Razorpay’s official plugin makes it a practical first candidate to test. Compare Cashfree when its commercial offer and settlement options fit your payment volume. Include PayU when payment links or EMI options are important to your sales process.
These are starting recommendations based on official product information, not a measured ranking of payment success or support quality. Approval, your store’s integration and the written merchant terms can change the choice.
Start with two candidates and give both the same requirements. A slightly lower percentage is of little use if your required payment method does not work in the actual checkout.
What a gateway really takes from each payment
- Razorpay: 2% plus GST as standard, with no setup fee or annual maintenance charge. Its own WooCommerce plugin has test and live modes.
- Cashfree: 1.95% plus taxes once the introductory offer ends. The 0% platform-fee offer has a one-time ₹20 lakh volume cap, and GST is still worked out on the standard 1.95% fee.
- PayU: 2% for methods such as Visa/Mastercard, net banking, wallets and BNPL; 3% for EMI, Amex, Diners and international payments; GST extra. Ask for the UPI rate separately.
- 2% is not 2%: On ₹1,00,000 of payments, a ₹2,000 fee plus ₹360 GST means ₹2,360 is deducted and ₹97,640 is left. At 1.95% the deduction is ₹2,301, only ₹59 less.
- Refunds: Razorpay charges nothing extra for a regular refund but keeps the original fee and tax. At 2% plus 18% GST, refunding a ₹1,000 sale still leaves you ₹23.60 out of pocket.
- Paid is not settled: Razorpay’s standard cycle is T+2 working days from capture, PayU’s published standard is T+2, and Cashfree runs T+1 or T+2 depending on setup. Faster settlement has its own fee.
- Shopify stores: Shopify’s third-party transaction fee comes on top of the gateway’s charge and isn’t returned when you refund.
- Before you ship: Don’t dispatch on a customer’s screenshot or a browser success page. Ship only once the payment is verified on the server.
First decide how customers will pay
Selling through WhatsApp, email or invoices? A hosted payment link may cover the collection task without a full online store. PayU explicitly offers links without a website or app, including expiry and partial-payment controls. Merchant verification still applies. PayU Payment Links
Running a website checkout? Confirm the exact platform, country, currency and integration. A provider supporting UPI generally does not establish that every third-party connection exposes it. Test the customer’s mobile journey, including returning from a payment app to the order confirmation.
Collecting subscriptions or overseas payments? Request those capabilities explicitly. A one-time payment link is not evidence of an automatic recurring mandate, and an international-card price is not approval to accept overseas payments for your business.

Three payment gateways worth shortlisting
Razorpay: a practical first test for WooCommerce
Best starting point for: an owner or developer who wants an official WooCommerce integration and a straightforward standard-price reference.
The Razorpay for WooCommerce plugin is published by Razorpay and supports Indian payment methods including cards, net banking, wallets and UPI. Its documentation describes test and live modes. Confirm compatibility with your current checkout and extensions before installation.
Price reference: the pricing page lists a standard 2% plus GST, with no setup fee or annual maintenance charge. It also advertises an introductory platform-fee offer; obtain its eligibility, limits and ending conditions before budgeting a discount. Special payment categories and optional services can have different charges.
Main check: price the payment mix you actually expect. The same page separates a UPI platform/technology charge from MDR, and optional instant settlement has its own pricing. Do not assume the standard headline includes every accelerated or premium service.
Our call: put it through the payment, refund and order-status test below. An official plugin is a useful integration route, not proof of a particular success rate on your website.
Cashfree: compare the offer and settlement arrangement together
Best starting point for: a merchant willing to examine offer conditions and match settlement access to the business’s cash needs.
The Cashfree pricing page and offer terms identify 1.95% plus applicable taxes as the standard rate after the introductory offer ends. Obtain separate rates for excluded or premium methods.
Its advertised 0% platform-fee offer has a cumulative ₹20 lakh transaction-volume cap, an expiry, merchant eligibility conditions and excluded payment methods. It is a one-time cap. The terms also retain GST deductions calculated using the standard fee, so “0% platform fee” does not establish zero deductions.
Main check: ask for the normal rate, offer rules and settlement cycle in the same proposal. Cashfree documents standard T+1 or T+2 business-day cycles depending on configuration, plus accelerated options with eligibility, limits and fees. Cashfree settlement guidance
Our call: shortlist it if the terms fit your actual mix and the integration passes testing. Compare the ongoing cost after the offer and confirm which settlement arrangement will be enabled for your account. For the fee-by-fee comparison, see our Cashfree vs Razorpay comparison.
PayU: compare payment links and the required EMI options
Best starting point for: a seller collecting through links or offering larger purchases where a particular EMI option matters.
PayU’s payment-link service supports collection through shared links, partial payments and tracking against invoice references. Its EMI product covers credit-card, debit-card and cardless routes. Confirm the eligible banks, customers and transaction amounts for the option you need; availability is not universal.
Price reference: PayU’s pricing page lists 2% for specified domestic methods such as Visa/Mastercard, net banking, wallets and BNPL, and 3% for categories including EMI, Amex, Diners and international transactions, with GST extra. It states no setup, onboarding or annual fee. Obtain the merchant UPI quote separately.
Main check: confirm the charges for the exact payment method and any faster settlement. The published standard settlement reference is T+2; priority or same-day arrangements depend on the business and can carry a fee.
Our call: test the link or EMI journey that matters to your customers, then check how refunds and settlements appear in the reports. A long list of payment methods is less useful than the required one working reliably.
Payment success and bank settlement are different events
A payment can be accepted while the money is still awaiting settlement to the business’s bank account. Depending on the integration, authorisation, capture and settlement are separate stages.
Razorpay’s integration guidance requires payment verification and explains that authorised payments must be captured to settle. Ask your developer to implement the provider’s confirmation process, including server-side verification and notifications. A customer screenshot or browser success page alone should not trigger fulfilment. Razorpay integration and confirmation requirements
Then match the order to the payment, and the payment to a settlement and bank credit. Cashfree provides transaction, settlement reconciliation, refund and ledger reports, plus monthly invoices. Ask each finalist to demonstrate how those records explain the amount reaching the bank. Transaction and settlement reports

For accounting software and the handoff to your bookkeeper, use our accounting and invoicing software guide. The amount reaching the bank can differ from the customer’s payment; retain the records explaining that difference.

Calculate the full payment cost
Ask for a quote covering payment-method rates, the fee base, GST, fixed charges, refunds, chargebacks, international conversion and optional faster settlement. Include any separate store-platform charge.
MDR and platform or technology fees are different labels. Razorpay’s own pricing explanation distinguishes them for UPI. Ask for the total deduction for your merchant arrangement rather than treating a “zero MDR” statement as an all-in quote. Razorpay pricing explanation
Worked example: a 2% fee is not a 2% final deduction
Assume ₹1,00,000 of successful, fee-bearing payments, all charged at 2%, with 18% GST on that fee:
- Processing fee: ₹1,00,000 × 2% = ₹2,000.
- GST on the fee: ₹2,000 × 18% = ₹360.
- Combined deduction: ₹2,360.
- Amount left after those deductions: ₹97,640.
This is a simplified illustration, before refunds, holds, other adjustments or separate platform charges. It assumes the quoted fee applies to the whole payment amount. The tax calculation concerns the gateway’s fee; it does not decide the tax treatment of what you sell. Provider pricing pages specify GST separately; confirm the actual merchant invoice.

At the same volume and assumptions, a 1.95% fee would produce ₹1,950 in fees plus ₹351 GST, totalling ₹2,301. The difference from the 2% example is ₹59. This is arithmetic, not a claim that one provider is cheaper for every payment mix or contract.
For Cashfree’s displayed 0% offer, its pricing FAQ says GST is still calculated using the standard 1.95% fee. On an illustrative ₹1,00,000 of otherwise eligible payments, that rule would produce ₹351 GST despite the fee waiver. Confirm the applicable terms and tax invoice; do not apply this treatment to another provider’s offer. Cashfree pricing and offer FAQ
Add the platform’s charge separately
Shopify states that applicable third-party transaction fees are additional to a gateway’s processing fees, and are not returned when an order is refunded. Use the Shopify cost guide to compare plans and fee bases. Shopify’s transaction-fee rules
For broader planning, the ScaleSaathi Online Store Total-Cost Calculator includes a visible payment-cost allowance. Replace that allowance with your gateway and platform quotes when making the final budget; the tool is not a merchant-rate quotation.
Check refunds, disputes and access to your money
Ask two separate refund questions
Does issuing a refund cost extra? And are the original processing fee and tax returned? These are different questions.
Razorpay’s refund FAQ says regular refunds have no additional refund charge, but the fees and taxes charged on the captured payment are not reversed. Instant refunds carry a separate fee. Razorpay refund FAQ
Under an illustrative 2% fee plus 18% GST on that fee, a ₹1,000 payment costs ₹23.60 to process. If those charges are retained, refunding the customer ₹1,000 leaves that processing cost with the business. Check each provider’s agreement, refund balance requirement and customer-credit timeline before setting your return policy.
Treat a chargeback as a separate dispute
A chargeback is a dispute through the payment system, with its own evidence and response process. Keep the order, invoice, customer correspondence and proof of delivery or service. Assign someone to monitor notices and act by the stated deadline. Razorpay’s chargeback guide describes the notification and evidence process; it does not promise every dispute will be won.
Get the actual settlement schedule
Ask what T means, whether the cycle counts business days, which holidays or cut-offs apply, and when the first settlement becomes available. Clarify holds, reserves, adjustments and the escalation route for a missing credit.
Razorpay’s technical documentation describes its standard domestic cycle as T+2 working days from capture, subject to approval and risk factors. Sales pages may describe other arrangements. Use the cycle confirmed for your account, not a general banner. Razorpay settlement documentation
If suppliers must be paid before settlement arrives, include that gap in your operating budget. An accelerated-settlement feature should be compared using its actual fee and limits.
Check activation before paying for integration work
Give the provider your real business type, products or services and sales channels. Ask which documents and website policies are required for that product. Keep the account, settlement bank details and recovery access under business control.
Cashfree’s onboarding guidance illustrates why a universal checklist is unreliable: document requirements vary by entity and business activity. It also distinguishes mandatory website information from policies required for particular models. Cashfree onboarding requirements
Before committing, confirm:
- Business eligibility: the provider accepts your activity and requested payment methods.
- Verification: the exact identity, business and bank documents, plus any additional review.
- Integration scope: the developer’s quote covers your platform, required methods, refunds and payment-status handling.
- Operating terms: the approved rates, settlement cycle, holds, exclusions and refund treatment.
- Support ownership: who resolves a checkout failure, an unrecorded payment or a missing settlement.
A form submitted or sandbox account created is not the same as a live merchant account with settlements enabled. Avoid promising customers a payment method until it is approved and tested.
Run this five-part test before launch
Use the provider’s supported sandbox or test mode first. After activation, arrange any necessary live verification under its testing rules; do not assume a sandbox proves bank settlement.
- Successful payment: pay through the required method, verify the exact amount and confirm that the correct order is marked paid once.
- Cancelled or failed payment: check that an unpaid order stays unpaid and that a retry is understandable.
- Delayed confirmation: confirm that the order updates correctly if the customer closes the page before returning to the store.
- Refund: try the required full or partial refund, check the balance and fees, and verify the final outcome instead of relying on a request acknowledgement.
- Reconciliation: trace order ID to payment ID, settlement reference and bank credit. Explain every deduction with a report or invoice.
Ask support one realistic question during evaluation. Record who answered and whether the answer resolved the issue. This is more useful to your own decision than treating a provider’s advertised success rate as a result your store will necessarily achieve.

Choose the provider that passes your essential workflow and gives you clear operating terms. If two pass, compare their ongoing cost using the same payment mix and volume. Keep the second integration as a future option only where the maintenance work is justified; a small store need not begin with several gateways.
Frequently asked questions
Which payment gateway should a small Indian business try first?
Start with the provider that supports your business and actual sales channel. Razorpay’s official WooCommerce plugin makes it a practical first test for that platform. Compare Cashfree’s commercial and settlement terms, and PayU where links or a particular EMI route matter. Select the provider that passes your workflow and gives a clear written quote.
Are UPI payments completely free through a gateway?
Do not infer an all-in price from a zero-MDR claim. Providers may describe a separate platform or technology charge, while offers have eligibility and exclusions. Ask for the total deduction, including applicable tax, for your approved merchant account and the exact UPI category.
Can I collect payments without building a website?
A provider’s hosted payment-link product can support collection without a full store. PayU explicitly offers this route without a website or app. Confirm onboarding for your business, required customer information and the permitted sales channel; no-code collection does not remove merchant verification.
Will I receive customer payments in my bank immediately?
A confirmed payment and bank settlement are different events. Your account has a configured cycle, and faster settlement can require eligibility, activation and an extra fee. Confirm business-day rules, holds and the first settlement, then match the bank credit against the provider’s reference.
Does a refund return the original payment-processing fee?
That depends on the agreement. Razorpay’s refund FAQ says regular refunds have no extra refund charge, but original captured-payment fees and taxes are not reversed. Instant refunds carry a separate charge. Ask each provider about the original fee, refund fee, required balance and customer-credit timeline.
What should I verify before switching a live store to another gateway?
Confirm approval, required methods, the exact platform connection, payment confirmation, refunds and reconciliation. Agree how earlier transactions, refunds and disputes remain accessible through the old account. A sandbox test alone does not establish live activation or bank settlement.
