Work Order Format: Free Excel, Word & PDF (WO vs PO + GST Notes) (2026)

Last updated: 29 October 2026

On site, the work order is the paper everyone reaches for when there is a dispute: was the extra wiring in scope, was retention agreed, which rate applies? If it was never written down, accounts end up arguing from WhatsApp messages.

A work order (WO) authorises defined work (services, repairs, installation, maintenance or works) for an agreed value or rate schedule. It is not a tax invoice, not a delivery challan and not a GST-prescribed blank. Buying goods? Use a purchase order. Moving goods, including job work? Use a delivery challan. The free files below give a blank layout and a filled ₹ small-works example, with milestones and retention shown as illustrative contractual blanks, not legal rates.

Put this on paper before the contractor starts

  • Inclusions and exclusions, in plain words. “Electrical panel repair” is clearer than “fix electrics”. Extra work only with a written amendment; verbal extras create disputes.
  • Who buys the materials. If one job mixes buying materials and hiring site labour, consider a PO for the goods plus a WO for the work.
  • Milestones and retention are what you agree, not legal rates. In the ₹28,200 example: 40% (₹11,280) on mobilisation, 60% (₹16,920) on certified completion, and a 5% holdback of ₹1,410.
  • A WO is not a tax invoice. The contractor raises a separate invoice and should quote your WO number on it, and goods sent for job work still move on a delivery challan.

Educational information only. This page is general guidance for Indian small businesses, site teams, freelancers and students. It is not tax, legal or labour-law advice and it is not a substitute for a chartered accountant, company secretary or current official sources. Rules and notifications change; verify before you award work, invoice, deduct tax or sign.

Related documents: this page is about the work order that authorises defined work. The purchase order format covers buying goods. The delivery challan format covers goods movement (including job work). The GST invoice format covers billing the supply. The quotation format and proforma invoice format cover pre-award offers. Adjustments to a prior tax invoice belong on the credit note format guide.

These are free ScaleSaathi educational templates, not prescribed government forms. The filled example uses fictional parties (Meridian Facilities Pvt Ltd issuing to Kaveri Electrical Services), WO WO-2026-014, quotation ref QT-2026-088, and a ₹28,200 line total. GSTIN patterns in the sheet are clearly fake placeholders. Keep your real contracts and invoices separately. Milestone % and retention % in the example are illustration / contractual labels only — not legal rates.

What is a work order format? (and what it is not)

A work order format is the layout of a document that says: who is awarding work, to whom, what must be done (scope), where, by when, at what commercial value or rates, and on what payment / acceptance terms. Indian SMBs also say job order, service order, or works order. Facility managers, contractors, agencies and factories use WOs every day — electrical repair, AMC visits, fit-outs, fabrication on site, marketing retainers, IT setup, and more.

A useful work order answers: who awards; who executes; what is in / out of scope; where the work happens; when it starts and finishes; how much (lines or lumpsum); how payment is released (milestones, retention, advances — as your contract); and who signs acceptance.

What a work order is not

Not thisWhy
A purchase orderPO authorises buying goods (qty × rate). WO authorises doing work.
A GST tax invoiceInvoice documents the supply and tax. The contractor still raises an invoice separately.
A delivery challanChallan documents movement of goods (including job-work despatch). A WO does not replace it.
A quotation / proformaThose are offers before award. The WO is the award / authorisation that often follows an accepted quote.
A subcontract / works agreementLarge projects may need a fuller contract; the WO can sit on top of agreed terms — it is not automatically every clause of a tender GCC.
A prescribed CBIC “work order blank”GST does not publish one compulsory printable work-order form. Invoice rules and delivery-challan rules are separate.
DocumentJob in one lineTypical moment
QuotationOffer price / scope before awardEnquiry stage
Proforma invoicePre-sale commercial / advance requestBefore supply
Work order (this page)Authorise defined work for agreed value / ratesAward / kickoff

Delivery challanMove goods (sale, job work, transfer, etc.)Despatch / receipt of goods
GST tax invoiceBill the supply + taxAs per GST timing of supply
Credit noteAdjust a prior tax invoiceReturns / rate / short-supply corrections

Hybrid jobs: if one engagement includes both buying materials and hiring labour on site, write clearly who buys materials (you vs contractor), and consider a PO for goods plus a WO for work — or one carefully worded WO that separates materials vs labour lines.

Fields every useful work order should carry

FieldWhy it matters
WO number + date (+ optional revision)Traceability; quote the same number on contractor invoices
Issuer (principal / client) name, address, optional GSTINWho is awarding
Contractor / vendor name, address, optional GSTIN / contactWho must perform
Site / place of workAvoids “wrong building” disputes
Reference (quotation / tender / email)Links commercial trail
Scope summary + inclusions / exclusionsStops silent scope creep
Line table (description, unit, qty, rate, amount)Bill of quantities / rate schedule
Materials responsibilityWho supplies free-issue materials vs contractor-bought
Start / finish dates (or schedule ref)Time control
Milestones / payment scheduleContractual blanks — edit what you agree
Retention / advance (if any)Contractual blanks — not legal rates from this page
Variation ruleExtra work only with written amendment
Special conditions (safety, scrap return, access hours)Site hygiene
Authorised signature + contractor acceptanceBest practice: signed return copy

GST does not prescribe this checklist as a compulsory blank. It is commercial good practice so accounts, site and the contractor share one paper trail.

2LED panel fitting replacement (including labour)12Nos4505,400
3Split AC wet service (1.5 / 2 ton units)4Unit1,2004,800
Subtotal (commercial value on WO)₹28,200

Tax note on the WO: tax as applicable — the contractor raises a separate tax invoice. Confirm SAC/HSN and the current notified rate with your CA. This guide does not publish a GST rate table.

Illustration milestones (contractual labels only — edit yours):

Milestone% of WO valueAmount (₹)Trigger
M1 — Mobilisation / start on site40%11,280On accepted mobilisation
M2 — Completion & handover60%16,920On certified completion
28,200

Retention (illustration only): 5% contractual holdback → illustrative ₹1,410 on the ₹28,200 subtotal. This is not a statutory percentage. How GST is invoiced on certified value versus retention release is fact-specific — ask your CA. Arithmetic check: 18,000 + 5,400 + 4,800 = 28,200; 40% = 11,280; 60% = 16,920; 5% of 28,200 = 1,410.

GST notes: works contract, job work, and ordinary service WOs

1) A work order is not a GST form

GST does not prescribe one compulsory printable work-order blank. Tax invoices have prescribed particulars under the invoice rules. Job-work challans have particulars under the delivery-challan rules. Your WO layout is commercial.

2) Works contract (immovable property + goods) — educational framing

Under the CGST Act, a “works contract” is defined (section 2(119)) as a contract for building, construction, fabrication, completion, erection, installation, fitting out, improvement, modification, repair, maintenance, renovation, alteration or commissioning of immovable property where transfer of property in goods is involved in execution. Such a works contract is treated as a supply of services (Schedule II). Billing still uses a tax invoice, not the work order itself.

ITC note (careful): section 17(5)(c) generally blocks ITC on works-contract services used for construction of immovable property (other than plant and machinery), except where the service is an input for a further supply of works-contract service (typical contractor ↔ subcontractor chain). Facts are case-specific — ask your CA. This page does not invent recovery mechanics or rates.

Rates: confirm the current notified rate and SAC with your CA. We deliberately do not ship a rate table here.

3) Job work (processing another registered person’s goods)

Job work (section 2(68)) means treatment or process on goods belonging to another registered person. When the principal sends goods for job work:

  • Movement is under a delivery challan (CGST Rule 45 points to particulars in Rule 55) — see the delivery challan format guide. A commercial WO does not replace that challan.
  • The principal reports challan details in FORM GST ITC-04 for the relevant period, generally by the 25th of the month succeeding that period (Rule 45). Frequency depends on turnover (half-yearly if preceding-FY aggregate turnover exceeds ₹5 crore, else annual — per the Rule 45 Explanation).
  • Section 143 sets return windows: typically inputs within one year and capital goods (other than moulds, dies, jigs, fixtures and tools) within three years, with deemed supply consequences if not returned in time (tax along with applicable interest under Rule 45(4)). Commissioners may extend periods as provided.

E-way bill: where goods move on a challan, Rule 138 e-way rules may still apply (especially inter-State). Confirm thresholds and your case with your CA / the portal help — we do not publish an absolute “any value always” claim here.

4) Ordinary service WO (no goods movement for job work)

Many SMB WOs are simply “do this service at this site for this value.” The contractor raises a tax invoice when the supply is billed. Keep the signed WO in the file and quote the WO number on the invoice.

5) TDS and other deductions

Accounts may deduct TDS on contractor payments as applicable under current income-tax law. Confirm rates, thresholds and section numbers with your CA — this guide does not publish a TDS rate table.

Scope, milestones, retention and acceptance hygiene

  • Write inclusions and exclusions. “Electrical panel repair” is clearer than “fix electrics.”
  • Variation = written amendment with a new WO revision or amendment note. Verbal extras create disputes.
  • Milestones are contractual. Use % or fixed ₹ — whatever you agree. Our template blanks are not legal rates.
  • Retention is a contractual holdback. Release timing and GST treatment are fact-specific — ask your CA.
  • Put the WO number on every contractor invoice and payment advice.
  • Keep the signed acceptance copy (PDF scan is fine).
  • Measurement / completion basis — who certifies quantity or “done”? Name it.
  • A signed and accepted WO that records clear terms is commonly treated as a commercial contract under Indian contract principles; labelling alone does not decide enforceability. This is not legal advice — disputes need a lawyer.

How to issue and file a work order (practical flow)

  • Start from a quotation or scope note — attach or reference it.
  • Draft the WO in Excel or Word from the blank template; fill blue input cells.
  • Check arithmetic — Qty × Rate, milestone %, retention illustration if you use one.
  • Internal approval — whoever can commit spend signs as issuer.
  • Send to contractor for acceptance; prefer a signed return PDF or acknowledged email.
  • File WO + acceptance + later invoices + payment proofs in one folder named by WO number.
  • On invoice receipt — match WO number, certified quantity / milestone, and deductions (retention / TDS as applicable).
  • Close the WO when final bill and retention release (if any) are done; mark the milestone tracker.

Serial tip: use one series per financial year (WO-2026-001…). Do not reuse numbers. Revisions become WO-2026-014-R1 with a one-line change log.

Materials on site: free-issue vs contractor-supplied

PatternWho buysWhat to document
Free-issue materialsYou (principal)Stock issue note / challan to site; WO says “materials free-issue by principal”
Contractor-suppliedContractorRates may be supply+install; contractor invoice covers materials + labour as agreed
MixedSplit by lineSeparate lines on the WO; do not bury material ownership in a vague paragraph

If you are the principal sending your goods to a job worker for processing, remember the GST delivery challan trail (see GST notes above) — the commercial WO alone is not the movement document.

Mistakes that make a tidy work order unreliable

  • Verbal extras that never hit a revised WO.
  • No contractor acceptance signature / stamp / mail confirmation.
  • Missing site address or wrong block / floor.
  • Invoice without WO reference — accounts cannot match payment.
  • Using the WO as a fake GST invoice (no tax invoice raised).
  • Sending the principal’s goods for job work without a delivery challan / required GST trail.
  • Mixing goods-purchase lines into a vague WO instead of using a purchase order where appropriate.
  • Copying retention % or LD % from a blog as if they were law.
  • Assuming ITC on every works-related invoice without checking section 17(5) facts with a CA.
  • Stuffing pure goods-PO questions into this page — send those readers to the purchase-order guide.

When a spreadsheet WO is enough — and when software helps

A ScaleSaathi Excel / Word WO is enough when you issue a few orders a month, need a clear audit trail, and already raise invoices in your billing tool.

Graduate when you need serial control across sites, approval workflows, automatic linkage from quotation → WO → invoice, or inventory for free-issue materials. ScaleSaathi’s billing software and accounting software guides help you compare tools. For fill-online helpers that already exist: purchase order generator, delivery challan generator, and GST invoice generator. There is no ScaleSaathi work-order generator on this ship — downloads only.

Frequently asked questions

Is a work order mandatory under GST?

No. GST does not prescribe a compulsory work-order blank. It cares about tax invoices, and about delivery challans / ITC-04 when goods move for job work. A WO is still smart commercial practice.

Work order vs purchase order — which do I use?

WO = authorise work. PO = buy goods. See the comparison table above and the purchase order format guide.

Can the contractor treat my WO as their tax invoice?

No. The supplier should raise a proper tax invoice with the particulars GST requires. Quote the WO number on that invoice.

We send raw material to a fabricator — is a work order enough?

Commercially you may still issue a WO for the job. For GST goods movement, the principal typically needs a delivery challan (Rule 45 / Rule 55) and the principal’s ITC-04 trail — see the delivery challan guide and ask your CA.

What retention % should we use?

Whatever your contract says. Our template’s 5% is an illustration label, not law. Confirm GST timing on retention with your CA.

Do milestones have to be 40% / 60%?

No. Those figures in the filled example are illustration only. Write milestones you actually agree.

Does a signed work order create a binding contract?

A clear, accepted WO is commonly treated as a commercial contract under Indian contract principles, but facts matter. This is not legal advice — use a lawyer for disputes or high-value awards.

Where do TDS rates appear on the WO?

They do not need to. Deduct TDS on payment as applicable under current law; confirm rates with your CA. Soft note on the WO that statutory deductions may apply is enough.

Is there a free work order Excel / Word / PDF download?

Yes — on this page (Excel blank + filled + milestone tracker; Word; PDF). No signup gate.

Do you have an online work order generator?

Not on this release. Use the downloads. Sister generators for purchase order, delivery challan and GST invoice are live if you need those documents.
